Job DescriptionConvention against Torture Initiative – CTIDescriptionContextThe Convention against Torture Initiative (CTI) is a unique intergovernmental initiative - led by the Governments of The Bahamas, Chile, Denmark, Fiji, Ghana, Indonesia and Morocco - promoting the universal ratification and effective implementation of the UN Convention against Torture (UNCAT). CTI works through confidential, constructive and cooperative engagement with States, offering tailored technical and legal support, peer-to-peer learning, and diplomatic dialogue. The CTI Secretariat, based in Geneva, manages the day-to-day operations and supports the work of the Initiative's Core States.Since its establishment in 2014, CTI has supported States with tailored guidance, diplomacy, and technical expertise to address challenges in UNCAT implementation, including resource and capacity gaps. It has produced more than 20 practical tools - such as ratification toolkits, legislative guides, and comparative studies - showcasing good practices and providing concrete assistance to governments worldwide.With its mandate renewed until 2030, CTI is building on a decade of impact by evaluating its tools, capturing success stories, and enhancing future publications to further support States in torture prevention and response.Objectives of the consultancyThe consultancy aims at providing a global and independent assessment of the performance of CTI's tools and publications.Specifically, the consultancy is intended to:
  • Assess the status quo of CTI's tools and publications available.
  • Evaluate CTI's tools and publications.
  • Formulate recommendations to improve the accessibility and performance of CTI's tools.
Key responsibilitiesThe expert will assess the performance of CTI's tools and publications by:
  • Liaising with CTI Secretariat to understand CTI's mandate, and diplomatic approach, identify the key tools and publications to be assessed.
  • Reviewing CTI documentation, including tools and publications, strategic documents, annual reports, communication material.
  • Designing a need-oriented evaluation framework and methodology, including indicators and data collection material.
  • Mapping stakeholders to identify interviewees.
  • Drafting a methodological note.
  • Conducting data collection from multiple sources, including semi-structured qualitative interviews, online surveys, and direct product review.
  • Verifying and analysing data to feed in the evaluation framework, and indicators.
  • Drafting the evaluation report.
TimelineThe consultancy will be conducted remotely for a total number of 20 working days, from October to December 2025.RequirementsGeneral background:
  • Academic background in international law, human rights, political science, development studies, or related fields is required.
  • Additional training or academic background in monitoring and evaluation would be a strong asset.
  • 7-10 years' experience in monitoring and evaluation, program management, or research in the human rights or governance field is required.
  • Previous experience with UN bodies, international NGOs, or regional organisations on human rights, anti-torture or rule of law issues is required.
  • Strong analysis and drafting skills.
  • Ability to work independently, manage time efficiently, and deliver quality outputs within tight timeframes.
Evaluation competence:
  • Demonstrated experience conducting evaluations (ideally at least 3-5 evaluations completed) is required.
  • Skills in designing and applying mixed methods approaches (document review, key informant interviews, surveys, contribution analysis) is required.
  • Proven ability to synthetise, and visualise complex data and results in an accessible, efficient, and appealing manner using a range of communication tools (e.g. charts, graphs, maps, short texts, etc.).
Human rights and UNCAT knowledge:
  • Strong understanding of international human rights law is desirable.
  • Awareness of how advocacy tools and publications influence policy and practice (including indirect impacts).
  • Familiarity with peer-to-peer diplomacy and capacity-building approaches in human rights contexts would be a strong asset.
  • Previous experience with anti-torture normative work, or justice and security sector reform regionally or globally would be a strong asset.
Diplomatic and cross-cultural skills:
  • Proven ability to engage sensitively with government officials, diplomats, justice and security officers, NHRIs, and civil society.
  • Ability to interact with various stakeholders from different regions and cultures, and in different languages if possible.
Languages:
  • Fluency in English is required.
  • Fluency in French and/or Spanish is highly desirable for CTI's priority regions (LAC, Africa).
